I'd agree it wasn't the wisest decision but tell me where he can find another car for $2600 with only 30k miles on the engine and transmission? Trust me I've looked into another car before he had this done. Sure there were hundreds of cars in this price range but everyone of them were over 100k in mileage.
Take resale into consideration...you can buy a decent condition 95 Civic for around $2600, then sell it for $2000 in three years.
How much will an 18-year-old Integra with 250k on the odo (albeit w/receipts showing the engine's only got 30k on it) sell for in 2009?

must have been lucky. a year earlier, couldn't find anything around here under $4k really that wasn't a giant ball of sh!t. Granted, we were under a time crunch so we couldn't wait out for "da great find" but any civic under 3k had ~120k miles on it and was an even earlier 90's model. And they were all pretty much falling apart interior wise.
but to clarify, I don't think your brother should have done it unless he was going to do the work and enjoyed that kind of thing. that's when I'd say it's worth it. assuming you don't break it.. heh.
