Not quite as full-featured as photoshop, but it works reasonably well and there are a lot of tutorials out there to help you get the hang of the basics.

EDIT: their site says $99 download for full version. For some reason I recall seeing it in a store for $40 or $50 for version 7 a little while back. You may want to check around.

Photoshop, now before I get flamed, photoshop is what alot of people use. It's actually not all that difficult, infact, I found it easier than PSP. The pricetag may be a turn-off, but if you can afford it, and plan to do any graphic work at all in the future, it's the way to go. It's something where you could learn, and then grow into the program, instead of growing out of it.

+1 for photoshop. If you look around you can get the software for next to nothing. Feel free to send me a pm and I will offer you more advice. Photoshop skills are great to have, they can even help you with job opportunities later on down the line and they can make you some decent cash on the side.
