Well, I have seen people who smoke everyday and are very healthy and can do magnificent in sports, while they are people who never smoked and can barely run like me ^_^. Whether it warrants telling people to not consume it based on whether it'll cause cancer before you die if something else depends on the dosage and the decision makers. This is applicable to non-radioactive but potentially harmful chemicals as well.
