Maybe the State should give you an incentive to ride a scooter or motorcycle or one of those short range electric golf carts or something like that.

The measure by nature and definition favors any mass transporter over any personal automobile. "passenger-miles per gallon"

Its like saying that a cargo ship has better 'metric tonne carrying miles per gallon' than personal watercraft.

Whoever said their IQ dropped just by entering this thread was spot on - the premise is thoroughly stupid and mindless.
