the rich can get around the jewelery luxury tax pretty easily. Good luck to them in NY, I am sure here in MA we aren't that far behind

I don't think that many. Its population is slowly shrinking, though. It's around 20 M, I think.

Actually, even now with the economy -- especially with NY getting hit so hard -- you'd think they had actually cut the budget. They have not cut the budget. That's a huge problem with politicians pandering to that particular voting base. We've about had it, because our education dollars are being sent to increase an extremely generous medicaid program. It's the finest insurance one can have in this state. It's ridiculous.

Health care costs have risen far more than 3.8% across the industry so I would imagine a funding increase of 3.8% would represent a cut in real costs.

Yes, I was thinking the same thing. Also, how do you run a state in such circumstances without an increase in fees? Someone has to pay for education, parks, clean water, health care, etc. Those things make NY a state you'd want to live in. If you listened to the Libertarians, you couldn't drive the roads, breathe the air, find a kid who could spell computer, be safe from crime and fires, and so much more. New York City is also the gate way to America. Millions of people visit the city yearly, so you want a vibrant, healthy, clean city! Without those things, many of you wouldn't have jobs in NYC.

Be thankful for what you do have-good health, a job, some intelligence and a Democratic President. :)

NYC isn't NY state. We now have to send more money to pay for their shortfall. Most of us would gladly let NJ have NYC for free.

As far as Medicaid, don't you think education costs go up as well? They certainly do, yet they have to cut our childrens programs to pay for Medicaid.

The problem is that there are virtually no restrictions on that program. I'm intimately familiar with it since I deal with it professionally. Medicaid patients could use a physicians office for the great majority of MD visits, but they often seek ERs because it makes no difference to them. Copays? Nope. They have one, but they don't have to pay it. Instead it's often spent on cigarettes and alcohol.

Now there is this joke called "prior authorization". What that means is that the patient can still get the most expensive drugs for no cost to them, but there's an added level of bureaucracy which takes considerable time to navigate, however they always go through.

With everyone having to suck it up, there ought to be limits on some things. Settle for a Mercedes instead of a Maybach. It's all carrot and no stick. At least ban willy nilly ER visits.

That's all fine and dandy, but it doesn't explain why the spending level has increased many many times the level of inflation over the years. If you need xxx dollars to do all those things, why is it that the next year you need xxx + 10% dollars to do the same things, when inflation is only 3%? It's because the government keeps growing and growing and growing out of control, and nobody has the guts to put a stop to it. Even the current economic disaster in NY is apparently not enough, the budget still increased.

Well, two out of three (health and intelligence) I'm thankful for, the other not so much ;)

Dont worry. We will get a chance to see these stimulus packages in an attempt to stimulate demand at the expense of the tax payer will prove even more futile at an even higher cost.

It is the right answer, but only if it is accompanied by an equal reduction in government spending. There are two sides to that equation, and any attempt to "fix" something by addressing just one side of the equation is doomed to fail.

He's right. IMHO, he "get's it".

Raising taxes should never be an option. Look at it from a business perspective. Revenue is down but your output is constant in terms of goods and services.

What is the best course of action here? Raise prices or cut costs?

You cut costs is what you do, increasing prices only gives you less revenue.

It should be when the economy is booming. Then you use that money for times like these.

The problem with that idea is that gov't at all levels is incapable of actually saving money for a rainy day. NY is hardly alone in facing a fiscal crisis - many states and municipalities drastically expanded benefits and services during the boom years, instead of saving the money, and are now caught unable to pay for it all. It's like the idea of economic cycles is brand new to these people. But it's hardly a surprise; short-sighted Americans who can't manage their own finances that well have elected gov'ts which are equally short-sighted. Universal healthcare for all, regardless of whether we can actually pay for it!!

Nice theory, but you probably know it won't work like that. Sure, it'll drive out rich, productive citizens, but the service-sponging types will stay, since they usually get exempted from taxes anyway, thereby exacerbating the problem. California is a prime example of this.

So if a little taxation is good, then a lot of taxation is better, right? Why not just have the government collect all money earned and spend it the correct way.

Though in honesty - nationally I'd take the following:

The rich would pay more for luxury items through an additional 5% tax imposed on cars costing more than $60,000, aircraft costing more than $500,000, yachts costing at least $200,000 and jewelry and furs costing in excess of $20,000.

And extend it to ANYTHING that costs more than $2,000 except a primary residence. People don't need that shit, they need to learn how to save money.

Well, according to this link, NY's population continued to grow 1.7% between 2000 and 2006, but that's well below the national average of 6.4%, so something must account for that fact.
