Well the loss isn't really a surprise. They are ramping up a $3B fab after all. This is a company that has over $20B in business a quarter The future business is definitely there.
IBM has combined Server & Chip groups into the Systems & Technology groups.
I don't think IBM has any current interest in commodity x86 silicon. There is no evidence to indicate otherwise.
