Try booting with Ctl + F12 keys, which should boot using the secondary backup bios.
The latest bios firmware version available is: F10f
So, double-check that F10f is installed.

Ctl + F12 is how you force the system to use the secondary bios, but normally the auto failover function should step in.
Could there be a small metal component somewhere that's short-circuiting something? May want to simply remove the motherboard from the case and see if works while sitting on a piece of cardboard, outside the case.
If that fails, you may need to replace the motherboard.
