If they aren't from the U.S., it's called the Euro Flop. Even if they are from South America it's still a Euro Flop. If you aren't from the U.S. you are predisposed to flopping.

Yup, the "Euro Flop" includes windmilling - or at least waving - of the arms, whereas the less common "American Flop" has the arms closer to the sides of the torso. Former Piston Bill Laimbeer was famous for it.
