What I'm wondering is if he forgot to attatch the power cable to the card from the PSU, or if he just put the card in the PCIE slot and left it like that.
I did that once, and Windows booted up find and I could launch games, but man were they slow. Only took me 10 seconds of a game to realize what I had done wrong.

I think newer cards (esp. the x1900xtx) require the power cable to boot or atleast my x1900xt did.
