The theory I am hearing is this.

Kids leaves the part to get lunch, park staff wouldn't let them back in. They try to sneak back in through the fence and one fo them gets killed.

So don't blame the kid just yet, wait till we get the whole story. Six Flags might have screwed up big time.

What about the part where the dumbass tried to grab people on the ride's legs? Instead of getting his head cut off, what if he had ripped someones leg off?

Life is full of decisions. Some people can make terribly bad decisions EVERY SINGLE DAY and never suffer the consequences. This kid evened out the average for those people.
