Some are 20-pin, some are 24. Yes, you can have a 20-pin dual rail PSU. Almost the entire Enermax line of PSUs (up until now) were made this way.

All dual rail psu's are ATX 12v 2.01 and all ATX 12v 2.01 compliant psu's have dual rails, as well as 24 pin, SATA and PCI-E connectors.
All dual rail psu's also fall under the ATX 2.0 spec too. Some of the psu's listed above are ATX 2.0, but not ATX 12v 2.01. Some such as the Modsteams are technically ATX 12V 1.3 psu's, but with 24 pin, SATA and PCI-E, connectors, but w/o dual 12V rails.

I think that's more like a $100 psu (at least at newegg). I don't know if you're going to get a good SLI powersupply for much less than $100. Are you planning on overclocking that 3000+? Judging my the ram, it looks like you are. Overclocking adds extra stress to the PSU too as you increase voltages.
