.jpgs can't do transparent backgrounds. Their "transparency" is always white. .gifs, .bmps, .pngs, and .psds sure can, though!

I'm not sure. But when I open up my image in photoshop the background is transparent, but when I open it up in paint it is white.

Um, put it over the image you want and then use the history brush to wipe away the white background.
