Are both of these standard VGA connections, or is the 20e20 a 13W3 connection? My AccuSync 120 is starting to flicker, and I've been looking for a 20"+ CRT... but a quick google search seems to show that this is a 13W3 connection.

Yeah, heard Tiger isn't the best. Bought a GeForce 2 200MX from them a couple of months ago and they sent me the 400mx, same price, so I'm not complaining. Personally never had any problems with them in the last 2 years or so of dealing with them every so often.
