SVC.com has the Swiftech Apogee GT CPU Water Block available now. Just saw it updated on their front page. This is supposed to be the best block available right now. They even had a contest at CES to see if anyone could bring a block that performed better, but I didn't get a chance to go check...
Looks like shipping is dependent on your area. I live in southern California and shipping is only about $12 for me. SVC is located in northern California so you east coast people will need to pay a little more. :)

I picked some up off an ebay seller for $15 cash and I did not really notice a difference either. I read a gamespot review that got me all excited, but did not get the same kind of effect. I'm using a Samsung HL-R4667 that supports up to 720p. Maybe my tv is doing...
Water cooling IMO is noisier than air if you want to go quiet in some cases. If you were just cooling the CPU for example, you would need a fan AND a pump whereas a HSF would have just 1 fan. However, if you cool everything including CPU, GPU(s), and Chipsets with water cooling, you can get away...
I've used it before and it's a pain to work with. Very hard to spread and the gains are not very significant if any at all. The worst part is after long use, some of the material gets pernamently bonded to your heatsink of CPU/GPU. I'd still wtih AS5.
They actually sell a product just for this purpose. I've tried it and it works great and smells good, too! LOL.

Other than that, I've found rubbing alcohol works pretty good as well. (Just doesn't have a fresh lemon scent :) )
I thought they already had something similar that uses small cameras and a cloak covered by a OLED screen that give a "Predator-like" look to the user.

Even if the thermal interface is of higher quality, manfacturers often do not properly cover the whole surface of the chip. Replacing the thermal interface will ensure 100% contact between the chip and the heatsink.
Once you have quiet fans, the case can make a difference. A case with thicker walls will resonate less and keep more noise inside of the case. Sound dampening material can also play a factor in VERY quiet PC's. (Sound dampening does almost nothing to a loud PC). Lian-Li cases are actually...

Looks like it CAN be pretty good, but it's going to be loud. The review noted 35dba which isn't all that bad depending on what you consider quiet.
