Did you mean it sux? Because I make approximately ~110 bucks a day. And I have to feed my whole family, and buy them clothes. This is quite a accomplishment. Don't feel so free to insult someonees computer, we all aren't bill gates :(
Well the only new upgrade is the BF6 (now a BE6-2, they were out, giving me 10 bucks less on the price of BF6 for BE6-2, sending me a OC guide and Gentus Linux OS for free..the lady acted like she didn't want me to kill her..so she gave me free stuff...some trials too, LOL)

45fps at that isn't terrible. Id be happy to be getting 50-55fps on that sys...but that isn't bad. A Voodoo5 (I hate 3dfx..but I must plug) would do wonders in tribes.
I would say cut the 700MHz P3 and go for a 750-800MHz at least. ASUS CUB4x or CUSL2 is fine. 30GB HD? 15-20GB is all you need. 19" monitor? Get a 17" unless you think you will actually like a 19. 128mb PC133? Heck, get 256MB PC133. Screw the GeForce 2 GTS, get a GeForce 2 MX...

You wont EVER get anything above 600MHz, the core limit is 600. Try taking the multiplier up to 6.0, if that isn't stable, try taking the FSB to 100MHz (less chance of being stable)
That will get you 600MHz, about all you can do.
