Yes I have 'links' enabled just as you described but I still don't have a shortcut bar. What I mean is a bar for web shortcuts that runs horizontal at the top of the browser. You could also move it's position slightly with drag and drop. That's another thing, I cant re-arrange the positions...

or explorer bar... I forgot the name but in w98 it was where you could view a limited number of web shortcuts on a bar at the top of the browser. I can't find how to enable it in XP
