or explorer bar... I forgot the name but in w98 it was where you could view a limited number of web shortcuts on a bar at the top of the browser. I can't find how to enable it in XP

Well, in Internet Explorer if you go to View > Toolsbars. There should be one in there that says `Links`, if there is not a checkmark beside it, then click on `Links`. That should enable to links bar. If there is already a checkmark beside it, and you do not see the links on your toolbars, then it is more then likely hidden some where behind your buttons or address bar.

Yes I have 'links' enabled just as you described but I still don't have a shortcut bar. What I mean is a bar for web shortcuts that runs horizontal at the top of the browser. You could also move it's position slightly with drag and drop. That's another thing, I cant re-arrange the positions of the toolbar or address bar with IE 6 for XP. In win98 I could drag and drop these things.

Right-click the an IE toolbar, and there should be an option "Lock The Toolbars". Uncheck that, and you should be able to resize and move them as you please.
