my bad, this was a repost and i didnt realize it. I had it sent to me through email and failed to search for it here before i posted. my bad!

it has something to do with the refresh rate on your monitor or something with the frame rate. I read this once a while back on another video card forum.

I have bought forom ecost before. the usually charge around 10-15$ for handling fees even though they have fre shipping. their return policy can be a burden since i had to return a video card i bought from them once, and I had a hard time getting through to their customer service. was on hold...
