I second getting a Hauppauge card. The hardware encoding makes a big difference especially on slower CPUs. Letting the card handle the recording will free your CPU to do other things and is the best way to go for PVR type stuff. The quality on hardware encoding is usually much better too.

Guess your questions probably already been answered. But any recent monitor will just not display if it gets a signal out of its range. I do remember back when it was a problem(especially with non-multisync) and you would get some crazy displays/sounds when trying different a refresh.
Sort of depends on how your using them. Either should be good enough for DV/Mpeg-2 level stuff. You might want to run/find some benchmarks on both. HDTach is a good basic test. External is good if you ever plan on moving stuff around on other machines.
