SOLVED!!!!! It wasn't the spyware, it was our old friend NORTON!!!! Uninstalling Norton Antivirus left DHCP dependent on a file, SYMTDI. DHCP wouldn't run without the file. Digging through regedit let me trim SYMTDI out of the dependencies. Thanks for all your help!!!!

C:\>netsh int ip reset c:\newstack.log -> release ->renew -> reboot
