Maybe you can borrow a friend's crappy PCI video card? Just to rule out the motherboard issues.. which would suck. If that doesn't work maybe it's something to do with the PSU? How many watts are you pushing, and what brand is it? :X

I've had problems similar to this before. Usually when something like this comes up, I delete all my interenet connections, I uninstall my nic card from the device manager, and I reboot. 99% of the time this fixes network errors. Let us know if you fix it.

There's actually a converter from USB to PS/2 between the mouse. It's a USB mouse, obviously. The mouse gives the same symptoms, though, if it's plugged in via USB or PS/2. My BIOS is updated. I've never heard of MemTest86 before.
