Ok, that was mean, but you really should take more care. I wouldn't try booting it up, as that could damage other components.
Yuck, probably a faulty card, but what sort of case cooling have you got? Pop off a side panel and blow a household fan into it. If that cures your problem it's overheating, and you'll want to invest in some case fans.
OEM and non ATI cards are clocked lower. They are also undervolted, so you may have trouble overclocking to retail speeds. This is one of the few times where there is a difference between buying retail and OEM.
