Yuck, probably a faulty card, but what sort of case cooling have you got? Pop off a side panel and blow a household fan into it. If that cures your problem it's overheating, and you'll want to invest in some case fans.

Try disabling assign IRQ to VGA in Bios and see if it boots.

Hey, I got that board too. Running a p3 450@505 for years now using softfsb.

OEM and non ATI cards are clocked lower. They are also undervolted, so you may have trouble overclocking to retail speeds. This is one of the few times where there is a difference between buying retail and OEM. Here's an article about it.
