YS Tech P4 Cooler problem

I bought this P4 heatsink and fan combo from that company. Having to wait a while before I got a processor and RAM to test my motherboard with, it ran out of their 30 day return policy. As you can see I did not spend a whole lot of $$ on it and it really is not worth the fight. It's plugged into an Abit SG-72 mobo.

Here is the problem. The fan does not turn unless I push it. It does look like it wants to turn though. It jerks forward for a split second. I was wondering if anyone else has had similar problems with these kinds of fans and what you did to fix it. Easy thing for me to do is just go and get a 70mm fan to replace it with, but I'd like to see if there are any solutions anyone else has for it.
