Works fine.

See that is the thing. There's only a few things that could be going on.

1. We are hitting a different part of Googles Content Delivery Network (CDN). One datacenter is overloaded and others are not.

or

2. TWC has a shit peer, and my VPN service has better peering.

or

3. TWC is actively throttling youtube content.

I'm in southern Ohio, by the way.

Tried it with IE just now (had been using Chrome). Even the ad is hanging and hasn't finished playing yet.

Automatically selected quality is complete shit and it still can't play it.

If they don't, I'm not understanding why, there's absolutely nothing wrong with Google. If anything they should address this loudly so the "Youtubes is t3h sux!" people get a better understanding. I'm sure there are tons of TWC subscribers who have no idea YT's not the problem. No name 1080p videos that only have 100 views don't even pause to buffer for me.

Something has changed in the last week or two I noticed. Things generally had been working great since blocking those IP ranges but I think TWC wisened up or something, because suddenly half the videos won't even load and give me "an error occurred, please try again later." If I unblock XO then the videos work again (but slow streaming as usual).

Darn you TWC!

Youtube was running like dicks for me for weeks, somehow everything except that stupid hour long speech video they use for a speed test, even with those IP ranges blocked. I put in support tickets to both them and CableOne and something finally changed late last week, I can actually see videos now.

all we can do is contact our ISPs and tell them how unhappy we are with their service, if enough of us do it maybe they'll finally give in and actually do something to improve their service rather than resort to these sloppy and underhanded shortcuts

cable and copper are archaic technologies that need to be upgraded

YouTube was really crappy for me for several months this winter/spring. It has improved quite a bit in the last several weeks.

I have a 100Mb/s connection, but Youtube was sometimes running at 40-70 KB/s. My ISP was not throttling traffic, so that was not the problem. Torrents download at 12-13MB/s, and other video streaming sites work fine. Strangely, Youtube always worked great on the 3G network using my phone...

Nope. Here's what I posted in one of the other YouTube threads:

As far as I can tell, the problem is with YouTube's content delivery network. Sometimes, the 144p video (yes, ridiculously low-def) will freeze and hitch and a 720p video will load fine. Reload and the 720p video might hitch and buffer constantly. Seems random.
