In shock, you freeze up and your car rear-ends the car in front of you. Is it your fault?

Umm..yeah. My thoughts exactly. You were shot in the face...so I guess IF you survive, you won't be able to see what is in front of you anyway!

Oh... of course! I figured it was implied.

I would have suggested "shot in the arm" or something of the like, face implies death, IMO.

Well...I can't say for sure if you'd be liable. The vehicle wasn't in your control, but it wasn't your fault. I'd like to see a judge try to convict you of this.
 
Insurance-wise, you're at fault. I doubt the cop would give you a ticket though. I rear-ended a lady on New Year's Eve. We were cruising along the highway at the speed limit (~55), then she suddenly panic stopped right in the middle of the road. I couldn't stop quite in time so I hit her at about 5-7 mph. My insurance paid for her repairs (buffing out her bumper) but I wasn't given a ticket.
