Seriously though, the appointments are generally considered a single term appointment, and they aren't so much resigning as "not being asked to remain."
I think Tom Ridge is the only one that actually resigned that the administration would have preferred remain, but he's also a potential 08' presidential candidate & it's hard to run as president if all people remember about you is those stupid warnings.
I suspect the Administration would have preferred Powell remain also, but he's made it well knwon for ~1.5 years that he planned to leave.

I strongly disagree with your statement about Powell. He has been a thorn in the side of this administration since Iraq came on the table. Bob Woodward does a good job of describing how Powell was cut out of the decision making process.
It has been Cheney, Rummy and Wolfie against Powell, and Powell didn't say a damned thing Bush wanted to hear.
But the former San Diego businessman and attorney said he has not had a chance to talk with President Bush about whether he will continue to head the VA during Bush's second term, move to another agency or return to private life.
