i just paid US $214.99 for this item ..is this agood price and a good board?

It's kinda late to ask if you already paid for it, but it seems like you got ripped off. You can get a 6600GT AGP for the same price and it will kick the 9800's ass. Plus even though it has 256MB of RAM, it's overkill since you won't need that much for a low/midranged card. Not only that, but the card only has a 128bit memory interface which will hold the card back even more. The really good 9800 cards have 256 bit.
