Back to the boring old 28nm thing. Were I you, I would listen to BryanW1995 who posted the very first reply. With or without quantity 28nm parts, all the cards listed in the posts above will be considered previous gen and drop in price in the coming months. According to this article, ATI is releasing a 28nm part in Dec, Nvidia in Feb :

Again according to that article, the 28nm will be with us for a while, so you could wait for the midrange 28nm parts to ship, but then again, that just means more waiting.....

The problem is, if there is no quantity to market then there won't be any price drop.

Lets say there's release, Newegg lists it. Sells out in 5 minutes cause they only got 50. Then months and you see "out of stock". The price on old cards will not drop.

That's what I said before, but maybe wasn't too clear. If there is no significant stock, regardless of how much better or faster 28nm parts are, the prices on the 69xx and GTX 5xx parts won't significantly drop.

Unless you can get a Q9550 or 9650 and overclock to around 3.6Ghz+ and grab 4GB more memory. You really need a quad for these games today.

then you do not do much at all with your desktop. during the day, I am hardly ever below 3gb of ram being used and easily go over 4gb at times. I do not want to close down several things just to play a game for a 30 minutes or so.

Exactly, I don't do much on my desktop besides gaming and stuff that doesn't much use much memory such as web browsing and word processing. Hence, it's probably not worth me or others with similar computing requirements getting massive amounts of RAM even if it is cheap.
