They also have a dense infrastructure, and there will be less cable needed.
Smaller, more tightly packed residential areas means less stuff is needed in terms of cable and maintenance etc etc. They also have a newer system, not old copper.
 
They're factoring in support costs.

An idiot who calls tech support every day but only downloads 500MB per month costs the company a lot more than one of us who downloads 60GB and has never called once.
 
I download as much as I can to make my cable bill worth paying. the ability to read chinese make me immuned to riaa and mpaa. I doublt that they will go after the torrent host by the chinese. 🙂
