Shining Force I and II? Those were great - two of my favorite turn-based RPG's.

Phantasy Star 4... I'd like to add that to the list here.
 
streets of rage, sonic 3, forgotten worlds, advanced (daisenraiku?)military commander , never released in the US, but damn one of the best WWII turn based strategy games i've ever played.
 
I'm still pissed I've never been able to beat Sonic 3 to this day. I might have to fire up the emulator yet again and go for this quest next now that I've dominated SMB3 without saving and Super Mario World.
