NOS expands, and cools down - that's how it works, it allows you to get more air into your cylinders. He hit his leg with the exhaust, and his leg got supa-freezed!

Incorrect, NO (Nitrous Oxide) is injected into the intake along with extra fuel, upon combustion the NO breaks down into Nitrogen and Oxygen, the Nitrogen acts as a buffer against detonation.
The now released Oxygen is now used to burn the extra fuel injected thus producing more power.
He frost bit his leg because when NO is released from the bottle, it turns from a liquid to a gas, this process absorbs large amounts of heat, thus freezing his leg.
