In High School you could get higher then a 4.0. My school offered Advanced Placement Courses (AP) and those offered a 5.0 towards your GPA if you achieved an A.

Correct, AP (Advanced Placement) courses are college level courses offered by highschools.
You can achieve above a 4.0 these days.
EDIT: I believe if you take that AP course in highschool, you don't have to re-take it in college, not 100% about this though.
