Sounds bogus, I don't think they can legally seize your property unless the guy had drugs on him or was wanted in connection for drugs/taxes.

Most states/cities/counties have laws saying that if the vehicle is used in a felony or fleeing it can be seized.

For example, here is Delaware's:

Whenever any vehicle, as defined in this subchapter, has been used in, or in connection with, the commission of any felony or in connection with the flight or escape of any person who has committed any felony or in the transporting of cigarettes in violation of Chapter 53 of Title 30, or in a violation of § 1343 of this title, it shall forthwith be seized and taken into custody by the peace officer or officers having knowledge of the facts of such use.
 
They are doing some pretty interesting things now. In one state they actually will crush your car right in front of your face as part of your punishment for continual speeding.

heh, if this keeps up they won't even qualify it for a felony. They just keep getting more insane by the year.

'Ooops, your license place bracket was off by 1/2mm, we're seizing your car and your bank account, thanks and have a nice day.'

There's a speed trap road in Carrollton like that. Beautiful divided road (median is like 15m), 3 wide lanes each direction, wonderful concrete, great visibility .. and it's 35mph. Ridiculous, considering there are almost no pedestrians in the area whatsoever, and no blind intersections. It's just one big straight line. Several twistier, crappier, asphalt/pothole roads in the area have 45mph limits 😀

It's california, and they only crush your car if they have reason to suspect that there are stolen parts in it (i.e. an engine block with a filed serial).
 
This is a local story. The guy is a complete idiot. He knew he was screwed for driving too fast, then failed to evade the Plainfield police department. He tried to hide in a construction parking lot. I think the viper looked a little out of place next to all the silverado's and F150's once the cops caught up. Also he didn't turn the car over, they just took it 😀

Mind you, I don't know what Chapter 53 of Title 30 is, but cigarettes?

Most likely moving cigarettes without the tax stamps, ala buying them at Indian Reservations where they are exempt, then reselling them for profit in areas where they are $2-3/pack higher.
