YAHIT: Need help and advice on repainting a washroom.

I have a room with a sink in a toilet in it. I am going to be repainting the walls, and putting new vinyl floor tiles in it. I have never painted a room before in my life. Some of the paint on the wall is flaking off, but only in a few places.

Here is what I am going to do, does it sound correct?

1)Use a vibrating sander on the entire room to make sure I get all the chipping and excess paint off.
2)Wash down the walls(With soap and water?) to get all the dust and crap off.
3)Paint the walls with a latex based paint.

I don't need to prime the walls at all do I?
And do I need to put more than 1 coat of paint on?

Sander may not do a good job of smoothing out the spots where the paint is flaking off. You may need to put a skimcoat of spackle/jointcompound. Otherwise when you paint over there'll be marks.

You may also want to use primer anyway. It will cover up the old paint and allow you to use less new paint. But, might be cheaper/easier to just do 2coats of paint.

TIP: Have a wet rag available to cleanup spills.
TIP: Spend a fair amount of time taping things you don't want to get painted. Also, the area between wall/ceiling (corner) is generally a PITA. Especially w/ popcorn ceilings and different color wall paint. You might need a long strait edge to prevent you from getting dots on the ceiling.
 
Thanks for the advice. It's a pretty small room so I'll just do two coats. Also, I sanded the walls down, and they look pretty good except for a few nicks here and there.

Use TSP instead of soap (any store that sells paint should have this)

And do I need to put more than 1 coat of paint on?
You may have to, especially if the old paint is darker than the new paint
