A magazine lock is a device to bring an firearm into compliance with California assault weapons law.
What it does is creates a non-detachable magazine, which makes it exempt from much of the assault weapons restrictions.
Basically, it's to disable the quick release function of magazine. You can still remove it, just not quickly.
To answer your second question, parts do wear out and don't function as they should, you figure the rest out.
