If she's not drinking, she won't cheat. Smoking doesn't really lower inhibitions enough for a girl to just cheat, so that's off the table.
I'm guilty on more than a few occasions of charming a girl's pants off who otherwise would of been very loyal to their boyfriends if they weren't drunk. And I say drunk loosely, as I hate truely drunk girls. A girls will consider herself plastered and out of control after even one or two beers.
She will tell you before hand that she would NEVER cheat on you. And she'll make all sorts of promises about being faithful forever and never wanting anyone else. And she will mean these things when she says them, and she will fully believe that she would never cheat on you. But that all changes once alcohol starts to affect their inhibitions. Alcohol makes you live in the moment, that's the point.
It all boils down to the fact that she's young, in high school, and wants to fvck other guys just as badly as you want to fvck other girls. A really unhealthy mental activity is to take note everytime you see a hot girl and think "Man, I'd like to screw her" and realize that your girlfriend is having these exact thoughts all the time about other guys, just like you. It will probably make you sick to your stomach to realize that.
In general girls will hold back on these urges. However, with even the tiniest amounts of alcohol, all bets are off the table.
