Building an AR, was just wondering if a stripped lower transfers as a pistol or as a rifle?

Stripped lowers now transfer on 4473s as "Other"

Have to be 21 to buy instead of 18.

It doesn't matter how it transfers. If you build it as a pistol to start with, it's a pistol.

Can't make it a rifle first, then make a pistol.

And the current ATF language says that you can only build rifles out of pistols on the cases they have deemed applicable (Thompson Contender, etc.).

Actually, it now transfers as a receiver. There used to be checkb oxes for Rifle and Pistol. now its Rifle, Pistol and Receiver

No I'm looking to build it as a rifle but I was thinking if it could be built as a pistol then I'd probably have to be 21. I'll have to buy a complete now and spend even more cash.
