I dunno, I mean if they really like each other they should go for it but it's questionable without all the facts. Besides, neither of them can drive yet so going out entails seeing each other at school at best.

Anyways, turning 16 doesn't guarantee you your license. You still need your in-car lessons and your permit for 6 months. I think that dating before at least one of you can drive is just stupid, but that's just my belief.
 
He should only ask her out if he's REALLY hard up for a date. That is too much of a difference in age.

I feel sorry for you kid, obviously you're not up with the times and don't know how to be a good parent either. 13 year olds think they're "dating" when really the furthest it usually gets is a hug or holding hands. It's not a big deal.
