I bought a 15" LCD touchscreen on Ebay

The auction states
This item was received back from a corporate lease. It is tested good, and is as noted below:

Connections: VGA, DVI, USB, & Serial Includes: Power Cord Only. Item is testing working. Missing rear stand cover (plastic piece/covering) . Will not affect use of this item. See Picture.

Quantity: One LCD
Condition: Tested and Working
Contents: (See Table Above)

Warranty: Working. Sold AS-IS

However, when I connect it, the LCD flickers. I've connected it to a laptop and a desktop - the same thing happens.

I'm pissed b/c not only do I want a refund, but it costs $21 to ship it to me.

I'm going to send them a message through Ebay... any chance on not being out the shipping?

I have 100% feedback & they have 99.1% - so that's basically a wash.

I usually stay away from buying items on eBay where the description says:

This item has no warranty, which means sold absolutely as is with no possibilities of exchange or refund.

sold as is, which is represented as testing and working. they have a contradiction within their post.

yeah, that's what i thought, too, because there was lots of glare on the screen.

I went into it's setting (the touchscreen has a seet of buttons) and reset everything to default - i thought that took care of the issue, but the flickering came back.

it's really weird b/c, sometimes it flickers alot, then it works for a while.. then the flickering starts again.

i thought the same thing.. but when they stated it was tested and working, I figured that was a good enough claim.

OK, i sent this message off:

Hi, rec'd the touchscreen yesterday and connected it today.

There is a big problem with it. The LCD flickers all the time. I've tested the
touchscreen with two separate computers and with two separate VGA cables
and it has the same issue in all scenarios.

I left it on while I went to the other room. When I came back, it had turned completely off. I turned it back on and it flickered constantly, the light went off and I can see the faint outline of my screen and images. This indicates to me that there is a problem with the backlight.

If it was tested, it would have been immediately apparent that this is a faulty unit. If it was simply plugged in and turned on, yes, you would have gotten a test message on the screen
for 3 seconds.

I'm going to wait for a response to see if they're willing to be civil.
