YAET: Why is the NPB process so long?

Have to wait 17 days after the end of the auction before I can relist the item. Buyer doesn't respond to emails, 2 feedback he's clearly a deadbeat. Why do I have to wait so long? Grrrrr

To resolve issues, obviously. There is nothing stopping you from re-listing the item earlier.
