YAET: Can I end transaction?

I have been corresponding with a buyer for about 2 weeks now.

Here is the fast breakdown:

My bad:
I checked PayPal as a form of payment. I had to upgrade my PayPal account to a Premier account to accept his credit card payment. I do not want to do that because I normally do not sell on eBay and I normally do not use eBay? My rating is 3, all positive. I will be charged for ever transaction.

I asked him to send the payment money order or check, he refused and wants me to send the product and when he receives it, he will send payment.

Can I end the transaction? What repercussions will there be when he reports me.
This is only a $30.00 transaction. Will eBay even care?

Advise please.

99% of the time the buyer pays first, and then the seller ships. I don't know why he would be okay with paying by Paypal first but not money order/check first.

He payed using a Credit Card that has fraud protection and paypal with is fraud protection.

He doesn't want to use Money order or check in fear that I will not send the product.

He wants me to take a risk by sending the product and then when he gets it he will pay me.

Rediculus....

Hmmm....good question. You can tell him the deals off but he may leave you a negative eval under Ebay.

I don't care about the negative feedback.

What could be done by eBay? Just cancel account? Suspension?

I only have a rating of 3 and don't care if I don't use eBay. I will make a new one in the future.

Shipping and handling: US $10.00 (within United States)
Buyer pays for all shipping costs
Shipping insurance: US $3.50 (Optional)
Will ship to United States only.
Seller's payment instructions:
The item will be shipped when payment is received. It may take up to 14-days for a personal check to clear. Shipping insurance is available upon request of the buyer.

This means he pays first. If he doesn't, leave him a negative feedback. It's his problem, it was clear in writing that he has to pay first. Give him 7 days and then leave him a non-paying bidder feeback. Don't waste your time with assholes like this. If he does leave you negative feedback, just comment that he was a nonpaying bidder.

The winner wants to pay using Paypal and TooOne stated he would accept it in the auction, but TooOne changed his mind when he found out he had to upgrade his account.

TooOne: You only have two positive feedbacks from selling and those was over a year ago so I can understand the winner being cautious to pay without protection. However, I can also understand your reluctance to send an item first without payment. Absolutely do not do that. It's too risky.

PayPal allows you to upgrade your account to Premiere and then downgrade it back to Personal once. Upgrade your account and then downgrade it after the transaction is complete. That seems like the best and easiest solution.

I had a similiar situation - and I was the buyer. The problem was that the item would never make it to me in the time that I needed it.

I sent a request to the seller explaining the situation. The seller said we could "mutually" agree to end the auction so the item could be relisted by the seller. I then sent the seller a money order for the fees associated with the auction - and both parties were happy.

Thank you to all the members who helped me on this situation.

UPDATE:

The buyer threatend to report me if I do not accept his CC payment through PayPal.

He was more worried about his rating and money waiting to be accepted by me.

I told him I would not rate him and I will DENY his CC payment to me.

I also said I would not do business with someone who threatens me.

I gave him a link to 5 other scanners that were exactly the same as mine and we made a clean break from the transaction. Minus my listing fees....(Not going to break me, just makes the stock go up... hee hee)
