So I buy a used video card on Ebay, seller charged $12 shipping "USPS priority", I check tracking # and he shipped it Fed-ex "smartpost" instead and I won't get it until the 16th. Item was shipped on the 4th. So I sent him a message on Ebay expressing my displeasure of having to wait 12 days to get a video card and told him he owes me a full refund on the shipping charges. He sends me a screen-shot showing Fed-ex's 2-7 days quote, I sent him back I care zero rat's ass's about what Fed-ex promised, YOU changed the delivery service and pocketed the extra $$, IMHO if he does not refund me the $12 he should get a negative feedback. Yea, it sounds harsh but you don't advertise a delivery service your going to use then opt to go the cheapest possible route and make me wait 12 friggin days!.

Yup, thanks guys, I have yet to hear back from him regarding the refund, he answered the 1st message within 5 minutes then disappeared like a fart in the wind when I told him I would expect a refund.
 
I don't understand this kind of behavior, why risk the hassle and bad feedback. Oh well.. hopefully they sort this out quick.

The problem is you paid extra for a service and they clearly did not uphold it.

Personally I would get a refund through ebay for the purchase and have the person pay to have it shipped back and buy from someone else if you can.

I've thought about going that route, it's a fairly cheap HD 7790 I paid $60 BIN for. If he refuses to refund me the full shipping amount I will contact Ebay and the dim-wit attached a photo showing he did not ship using the method as in the listing. WTF is wrong with people these days, last week a guy from NJ listed the exact same card for the same $60. I paid him on a Fri. night but by Wednesday had no tracking# so I politely sent him a message asking for the #, no reply. Next day I sent a nasty-gram explaining it's not cool to take someone's $ and disappear like a fart in the fucking wind. He replies "no need for the language, I'll ship it out in the AM or refund if you want." I told him to just ship the thing, next day no message and no # so I then told him I will be starting a formal case against him, he cancelled the transaction and refunded, I still was able to ding him with a neg which brought him down to 55%.
 
Never would I buy a GPU on ebay now a days. I go to EVGA's B-stock website and find something there. In fact I still use my GTX 560 TI that was B-stock.

They only sell Nvidia cards, at the $60 price point they offer the GTX 650 which gets hosed by the 7790 fairly badly. Seller left me a message offering me the $4 difference in shipping cost and he "understands my frustration" I have yet to respond back. I'm thinking I should weigh all my options before responding, he violated the terms of the contract and I will have to wait 14 days instead of 3-4 and he thinks $4 will make it all OK? fuck no, I think I deserve ALL of the shipping charges back since HE decided to break the contract.
 
If your one feedback brought him down to 55% it sounds like you picked a bad seller to begin with.

Correct. He had just sold 2 other 7790's and both people who bought them returned positive's with no issues indicated. He has not re-listed the card so it must be "vaporware". Makes zero sense to me as to why he pulled that crap since he has 3 other listings active right now.
 
Well I spoke with Ebay today, they are going to force him to refund me the full $12.95 shipping charge. Used a little "social engineering" when I spoke with the Ebay rep when I told of the seller whining about Ebay fees. Dude shipped the card half-wrapped in bubble-wrap that was already popped, it was flopping around inside the box when I finally got it. As soon as I get my shipping $$ back he get's a neg.
