2002 Toyota Echo

When turning the key all lights on the dashboard come on, the engine makes a turning sound: rumrumrurmrurmrurmrumrum, but the umph (the ignition) doesn't start. All of the lights still work. Is it the starter? The lights had been left on a few weeks but I didn't have a problem then. Could the battery be low enough to turn on the lights but not be able to start the car? Can I hit the starter and get it to start so I can drive it to the dealer?
