This is why HID conversions suck--the auto-leveling ballasts on factory installs are pretty crucial to not only preventing oncoming traffic from being blinded, but also to keeping usable light on the road so you aren't in the dark yourself.
It doesn't sound like you did the conversion yourself--take it back to where it was done?

The reason you can't get it adjusted right is because of the reflector and the type of bulb you are using. The arc that creates the light in HIDs is much different than regular bulbs, so the way they reflect light won't be the same, therefore throwing off the light produced. E-coded patterns help since they are made to throw more light on to the road in front of you, but still not the perfect answer.
With that said, I have HID drop ins, in my ecoded headlights and they work great. i also have them adjusted as much as i can in hopes of not blinding oncoming traffic.
