YACT: Vehicle Without A Title

So, I bought a truck last September. It was a 500 dollar beater, and is in wonderful shape for the price. Only pitfall, the truck's previous owner (one before the gal I bought it from) seems to have no title for it. Now, she was under the impression that there was a title and it was in the process of transferring (she had the truck less than 3 months). Well, I still have no title. The guy who owned it before the person I bought it from is a dealer in Wisconsin (I live in Minnesota). Now, I am pretty sure that the guy has no proof of purchase of the truck (bill of sale and whatnot) else he would have been able to procure a new title.

Now, on to the question. What can I do about this? I bought tabs for the truck when the gal I bought it from brought the form for it she received from the dealer, but never any title. The tabs don't expire until November, but I am worried. Anybody know the laws on this stuff?

EDIT: let me know if clarification is needed, I can make a flow chart

Cliffs:
1. Toastedlightly buys truck from girl.
2. Girl does not have title, but toasted gets bill of sale.
3. Auto Dealer in Wisconsin supposed to send title to Minnesota, fails to do so.
4. When tab renewal time comes...?

Well, my dad has. I haven't gotten the full story (been at school), but my dad says he can't find the title. And before anyone asks, yes I have contacted the DMV about it, still waiting on a response though.

Call the DMV first. I'm sure you're not the first this has happened to.

Most states will write a new title after a waiting period for the "real owner" to step forth with the title. When that doesn't happen you get the new title. The waiting periods I've seen are six-nine months.
