When you buy a car from the original owner how do you get a new title?

I know this is a state by state thing, if anyone has experience in Illinois, that's where I'm at.
My father-in-law sold me his car, it currently has his plates on it.
I have plates from an old car I want to put on it.
I need to (correct me if I'm wrong)
1) get current license stickers
2) put my old plates on the new car (In illinois the plates are specific to the owner not the car)
Where I've gotten really confused is with the title transfer.
He signed it over to me, and then I lost it.
Do I need to get a replacement, and have him sign it over again, or is there some way I can just get a new title for it since I bought it from him??

he will have to get a replacement title and then re-sign it over to you

or you could just find it

It may be different in your state but put down that he sold it to you for $1 or something like that to avoid having to pay taxes on the sale.
