Ok, my borther lives in Shreevesport, LA. He is a classic car buff.
He bought a GTO and was restoring it. He found an interior, and purchased it then took the car and the kit to a company so they could install it. They guy verbally quoted my brother $800.00. The only time they spoke after the guy got the car, was after about a month, when my brother called to find out what was taking so long. They got a date of when the car would be ready.
when my brother went to pick up the car, the guy handed my brother a bill for $1,400.00.. When my brother asked for an explaination, he was told that they had to do 'extra' stuff. My brother looked and looked but could not find anything extra that was done that was above what the quote was.
The only think on the bill is:
$1400.00 install interior kit furnished by customer
nothing else. And when my brother asked for a breakdown of the charges, the guy got all nasty and threw my brother out of the shop. The guy still has the car and wont release it until my brother pays him $1,400.00
Does he have any recourse?

cliff notes: mechanic gives a verbal quote. He does not mention or ask for permission to do extra work. When the bill comes it is $600.00 more. The mechanic will not give a written explaination, or release the car.
