Get a "fog horn" for temporary. They sell em at the sports stores and such, don't get the small ones, get the big ones.

Why don't you do the obvious, and purchase a Kricket bat and place it behind the passenger seat. If you want to warn someone, or call attention to them; get out of the car, run at them madly with the bat held above your head.

buy a handgun and shoot warning shots around offenders
