YACT: Brand new Volvo S40 for $23k, good price?

I always gawk and drool over the new cars parked in front of my local CostCo. Yesterday after doing some shopping I saw a Volvo S40 for a little over $23,000

It was white, nice tires, pretty loaded with leather.

Good price?

I couldn't find any recent reviews on Edmunds.com (the most recent S40 review was dated 2000).
 
I can't find an online version, but the newest Car & Driver has an article looking into the Volvo and basically says that the Volvo is only the best choice if you've ruled out all the other manufacturers (i.e., if you're a born & bred Volvoist). Otherwise, there are much better cars for the money.

You won't find prominent mention of this, of course, in the Volvo marketing material. You also have to look hard to find that these new Volvos don't come from Sweden, where Volvo is headquartered. They're built at an assembly plant in the Netherlands that also builds the Mitsubishi Carisma."
