Tracking data isn't always on time and sometimes things are just failed to be scanned. It might be on a truck and the system never updated for one reason or another.
 
UPS site says "UPS Ground and UPS Standard packages are delivered between 9:00 a.m. and 7:00 p.m., Monday through Friday" and yet the UPS truck always delivers to my house after 7PM.
